Need program to write a music instruction program but am not programmer?

I know of visualbasic but I think that's discontinued I need something that works with Win XP.

I would suggest going to the closest College or university near you and try getting those who are going for a programming degree to help you.

Convince them they could use it as an end of term Assignment or something.
